Ica Fernandez


Maria Carmen (Ica) Fernandez is passionate about good governance, sustainability, and cross-disciplinary action research, with specific interest in the intersections of regional planning, culture, conflict, and decentralization.
She has spent most of her adult life working in peace processes, particularly in development programs for conflict-vulnerable areas. She previously served with the Philippine government ministry overseeing negotiations with armed groups, and is currently part of the World Bank team providing technical assistance to the Moro Islamic Liberation Front (MILF) as it transforms into an unarmed social movement.
Ica holds an MA in Urban and Regional Planning, and a BA in Comparative Literature, both from the University of the Philippines. She will be a student of the M.Phil. in Planning, Growth, and Regeneration program at Corpus Christi College, University of Cambridge, in the coming Michaelmas 2016 term.
